Builder's quote
A builder's quote is a priced list of work a contractor offers to do on a house. It is not a record of what has been built and not a decision that the price is fair.

The quote is the contractor's document: headings, quantities, unit prices and a total. A client who is building a house themselves uses it to see what is included and what is not.
Comparing two quotes by the total alone hides whether one of them omitted the roof or the windows. Comparing by heading and by cost per square metre makes those gaps visible. The comparison is still a reading of the files, not a visit to the site.
A cost index built from many quotes stores every line as it appeared. It does not collapse three quotes into one canonical rate. A city with few records should say so.
Send the file if you want the headings, the shares and the cost per area written out. Ask the contractor about missing headings before you treat the total as complete.
