How to check construction progress on your Bali villa
Measure what is built against the stages your building agreement defines, not against the builder's updates. Bali has no statutory escrow and no certifier standing between you and the payment schedule, so whatever checking happens on your build is whatever you arrange and pay for yourself.
What is different about building here
Most foreign buyers hold the land on a lease and contract the build separately, often directly with a local builder rather than with a developer selling completed units. That makes the building agreement the whole of your protection: there is no scheme behind it and no regulator reading it.
Payments are normally tied to construction stages, which is the better arrangement in principle. It only works if the stages are defined in physical terms and somebody checks them, and in practice the second half is frequently missing.
What to establish before the first payment
- 01The stage definitions, in physical terms, in the agreement itself.
- 02Who is entitled to inspect and on what notice. Access is negotiable before signing and awkward afterwards.
- 03Whether the builder or a separate party holds the money between stages.
- 04What happens to unspent funds and to the works if the agreement ends early.
What to look at, and when
- Foundations and any ground works, before backfilling hides them.
- Structure and reinforcement while it is open, the single highest-value window.
- Waterproofing at roof, terrace and any pool structure, before finishes go on.
- Services in walls and slabs, before rendering.
- Drainage and levels around the building, which matter more in a tropical climate than most buyers expect.
Why the rainy season is a scheduling fact, not an excuse
Construction slows through the wet months, and any honest programme accounts for it. What a record shows is whether a pause matches the season or outlasts it, and whether work resumed at the rate it stopped at.
That difference is invisible in a single visit and obvious across a series, which is the argument for a regular record rather than a trip.
Questions on this
Can I rely on photographs from the builder?
As a source of information, partly. As a basis for releasing a stage payment, no: they are selected by the party being paid, and nothing in them is comparable month to month.
Is there an escrow requirement in Indonesia?
Not for this kind of arrangement. Where a contract calls something escrow, read who actually holds the account and who can instruct it.
What if my agreement has no stage definitions?
Then agree them in writing before the next payment. This is a much easier conversation before a dispute than during one.
Read one before you buy one
The specimen shows the whole structure: status, what each payment was meant to buy, the forecast with its range, the photographic record and the limits of what was checked.
